Operating Guidelines

2010 Operating Guidelines for Managers and Coaches

Prospect Baseball, consisting of Little League and AABC Travel, is a volunteer organization providing fun and enjoyment for our kids. Please adhere to our guidelines to make it fun and safe for all involved.

 

  • Ball Players are not to be dropped off and left to the responsibility of the coaches. The parent must have another adult present to be the guardian of the player.

 

  • Please advise the coach and league of any pertinent medical conditions of a player.

 

  • Any adult that has contact with children must complete a Little League Volunteer Application form.

 

  • Only coaches and players are allowed in the dugout.

 

  • Players may not take practice swings prior to getting to home plate and conventional donuts are not allowed.

 

  • All players must wear an athletic supporter in order to play.

 

  • Shorts are not allowed.

 

  • Food, sunflower seeds and gum are not allowed during game time. Drinks are permitted. Please make sure the containers are not made of glass.

 

  • To prevent injury, jewelry can not be worn by the players.

 

  • Verbal abuse towards players, coaches, umpires or league officials will not be accepted or tolerated.  
  • Remember that Little League is for the kids. Lets be proud of our players. Reinforce positive attitudes.

 

 

Manager/Coach Responsibilities

All Levels

Safety

Familiarize yourself with the Safety Program.

All equipment must be behind fences.

Check the field and each players equipment before each game and practice.

Provide a written report of any injury to the Safety Officer (Hank Boisvert)

First Aid kit and Ice packs are in the snack bar. The Equipment Mgr(Rich Blanc) will include ice packs with your equipment.

Never leave the park until every player on your team is taken home by a parent or guardian. Have another adult stay with you and the player.

Per Little League directive, ALL managers, coaches, team moms and volunteers who have contact with the kids must complete a Little League Volunteer Form which will be submitted by the league for a background investigation. No one who has not completed this form will be allowed to have contact with your team. It is the Managers responsibility to see that this policy is enforced.

All Little League divisions must wear helmets with face guards.

All Little League divisions(excluding T-Ball) must have catchers equipment with a chest protector flap and a helmet with a throat protector.

Home teams rake the fields after each game with particular attention paid to filling in the holes around home plate, the bases and the pitchers mound.

Visiting teams check the dugouts and stands for garbage and dispose of it in the trash cans.

Travel managers are responsible for both of the above

Unless otherwise arranged, Home team managers are to remain at the field until the snack bar closes.

 

Postponements/Rescheduling

Every effort should be made to play a postponed game in the current week. The currrent week runs from Monday thru Sunday.

Makeups will be scheduled on a first come first served basis. Check the weekly schedule posted in the snack bar for the field availability. (Little League, AABC Travel and Practices). Per the descretion of the Player Agent and President, games may take the times of scheduled practices.

We want to make every effort to play the scheduled games. We have fields that drain well. If we need to prep fields, please have volunteers ready to come up to the fields.

Home teams, please contact the President(Pete Rek 203-808-7624) prior to postponing a game. The home team will contact the visting manager upon postponing a game. Postponed games will be entered on our website prospectbaseball.org

Game decisions will be made at 4:00pm so that we may alert the umpires.

If a players has a regularly scheduled travel game that coincides with a Little League make up game, the player can play in either game.

 

Ongoing Communication

Attend Monthly Baseball Meetings. All managers, coaches and concerned parents are asked to attend during the Little League season. They are on the second Wednesday of each month. See the website for times.

Any questions, concerns and issues should be directed to board members.

 

Sportsmanship

Maintain proper decorum. Remember that your actions have an effect on your players and fans

Show respect for the umpires, and the other team

The Managers are responsible for the behavior of your coaches, players and fans. Verbal abuse towards players, coaches, umpires or league officials will not be accepted or tolerated.

 

Baseball Guidelines per Division

Tee Ball

Weekday games begin at 5:45pm. Weekend games as designated on schedule.

At 5:10pm the home team gets 15 minutes of infield. At 5:25 the visirting team gets 15 minutes if infield. At 5:40 all warm up activities will cease and the teams will be in the dugout for the game to begin at 5:45.

Players must be in full uniform, including hats and supporters. No shorts allowed.

Continuous batting order. Each player bats once per inning.

Game length is three innings. If if moves quickly, the managers can agree to play one more inning.

If the defensive team gets three outs and there are still offensive players that have not batted, then the bases are cleared and the inning continues until all of the hitters have batted.

Managers use descretion on the number of players on the field.

Coaches are allowed on the field to instruct players. Maximum is two offensive and two defensive.

There must be one coach/team mom in the dugout at all times to instruct or control the players.

Cell phones are not allowed in the dugout or on the field unless there is an emergency.

Players are not allowed to eat during the game. They must remain in the dugout when they are not on the field.

Parents must assist players to the bathrooms.

During the second half of the season coaches may elect to pitch to their batters. Each batter is allowed a maximum of three swings, after which the ball will be placed on a tee

No Stealing

In order to keep baserunning at a reasonable level, it is a good idea to stop the baserunners at the closest base once the ball has been returned to the infield.

Player development is the primary importance at this level. Players should be allowed exposure to different positions, with in the bounds of safety.

Smaller diameter (8.5 in) resistance baseball is used for play.

All Little League divisions must wear helmets with face guards.

Home teams rake the fields after each game with particular attention paid to filling in the holes around home plate, the bases and the pitchers mound.

Visiting teams check the dugouts and stands for garbage and dispose of it in the trash cans.

AA

Weekday games begin at 5:45pm. Weekend as designated on schedule.

At 5:10pm the home team gets 15 minutes of infield. At 5:25 the visirting team gets 15 minutes if infield. At 5:40 all warm up activities will cease and the teams will be in the dugout for the game to begin at 5:45.

Players must be in full uniform, including hats and supporters. No shorts allowed.

Regulation IV (i) Mininum play is six consecutive outs and one at bat. Exception, if Five Run Rule takes place with player on field defensively for entire inning, then it counts for three outs. These rules restrictly enforced, and as stated in the rulebook carry specific penalties for the manager. One thing to keep in mind: a game shortened for any reason(weather, darkness, etc) Does Not in any way change the minimum play requirements, so plan ahead. If the player does not reach the minimal standards, then the player must start the next game and play the previous reqirements plus the current games standards. Coaches first offense is a written warning, second offense is the next game suspension and the third offense is suspension for the remainder of the season.

Coaches pitch to the kids the first half of the season. Coaches pitch to players ability. Three strikes with one or two additional strikes allowed.

During the second half of the season, we request players pitch from the rubber to a batter until a ball is put in play or until the batter has three strikes either by call or swing. After four balls the coach will pitch to the batter in order to complete the at bat. No walks, the batter will put the ball in play or strike out. Pitchers are pulled after they hit three batters.

Coaches and parents are not allowed to catch for pitchers in warm ups or between innings.

Managers will serve as umpires for ball, strike and all base calls.

No Leading.

No Stealing.

Coaches should exhibit and teach sportsmanship in both winning and losing situations. Running up the score should be discouaged and will not be tolerated.

All batters must wear helmets with face guards.

All catchers are required to use a chest protector flap and a helmet with a throat protector.

Home teams rake the fields after each game with particular attention paid to filling in the holes around home plate, the bases and the pitchers mound.

Visiting teams check the dugouts and stands for garbage and dispose of it in the trash cans.

Majors

The Rulebook for Little League Baseball sets forth the basic rules for how Major League games are played.  The items listed below are either local rules or are Little League rules that are referred to for emphasis:

Travel Teams

The policy for player participation is that the player will play for their Little League team in case of conflict with the Travel Team schedule. Travel managers are ultimately responsible for the enforcement of this, so they should have copies of the Little League schedule. Departure from this policy may be necessary in limited situations where forfeiture is a possibility; however this should be coordinated through the Player Agent(Trish Spofford) or President(Pete Rek) and not between the managers.

To avoid any misunderstandings, it is the responsibility of the Travel Manager to make all players and parents fully aware of the above policy.

While winning is a major goal, emphasis should also be placed on player development and skill enhancement.

The Travel Manager is responsible for developing all players to their maximum potential. All players must receive an equal amount of coaching.

The Board of Direcors must approve all members of the coaching staff. Volunteer forms must be completed.

The Travel Manager is responsible for collecting the fees from each player prior to the first game, and submitting the money to the Treasurer (Chris Ciampi). Players should not be allowed to play until they pay.

Catchers must use helmets with throat protectors.

Pitching limits will be based on the Little League Rule Book Registration VI.

Bats may not exceed 2 5/8 diameter

 

Pitching Regulation VI

11-12 year olds 85 pitches

9-10 year olds 75 pitches

7-8 year olds 50 pitches

 

The manager must remove the pitcher when the said pitcher reaches the limit for his/her age group with the exception of continuing to pitch until the batter is out/the batter reaches base/the third out is made to complete the half inning.

Pitchers rest requirements:

61 or more pitches require four calendar days rest,

41-60 pitches require three days calendar rest,

21-40 pitches require two calendar days rest,

20 or less pitches require no days rest

 

Pitchers who deliver less than 40 pitches may go into the game as a catcher. Pitchers that throw 41 or more pitches may not go to the catchers position for the remainder of thr day.

Pitchers may not reenter the game as a pitcher once they have left the mound.

Pitch counts must be verified and agreed upon by both teams and recorded in the score books.

Travel coaches must be aware of the pitch counts in addition to recording their own games pitch counts.

Failure to comply will result in action by the Board of Directors. We are not here to injure arms.

We will have a pitch count book in the snack bar that must be completed after each game. Both Managers must sign off on the sheet.

Bats

Bats must be Little League Approved with a 2 1/4 diameter and may not exceed 34 inches.

Bats may not be dented and must fit thru LL Bat Ring.

Rule 1.11

Casts may not be worn during the game. Any coach or player must remain in the dugout during the game.

Rule 3.02

A pitcher may be removed from the mound by an umpire if he/she uses a discolored or damaged ball. The player may remain in the game in a different position.

Rule 3.03

A substitute may not be removd from the game prior to completion of his/her mandatory play requirements.
